so can someone explain all the requirements to inherit someone modification to get Almighty mod frag I have a fully modified urahara and unohana i don't use and I would like to inherit theirs onto my toshiro but its not an option on the inherit anyone know why?

if you don't see them in the inherit menu it means you already inherited them in the past, you can inherit one time onlyEDIT : I was wrong with that, as signaled by TotalIce it is actually possible to inherit multiple time on the same partner

I specifically recruited new person from janket for that reason and i still dont see him

You need to have at least 3 modification stars for inherit.

you can inherit a player once on modification, then rebuild them and inherit them again once they get 3 or more stars on that same player again..

does that mean whether i do the 50 gold or 300 gold inherit , the partner goes back to zero stars? can you do only one inherit for all the options? like exc frags or zanpakto?

yea doesn't matter if you spend 50 or 300 gold it goes back to 0 stars. and the other ones to can be redone and redone over and over
