Can any mod tell me why it is so hard to control the spammers?

idk if its ip ban or account ban, but it very easy broadcast a fake IP address and never be bothered by IP bans. Now if they could do a dsn or dns ( forget which one it is ) that would prevent the spammers from even just making a new account.
