I was just wondering should i spent my silver on reiatsu or keep on saving it for lvl 70.I am level 63 , lvl 20 reiatsu and have 20 million silver

lvl 70 char might cost you 60-70mil

well you kinda need both. What I do is I pick something to do for a bit then switch to something else to spend my silver on. So I saved silver from lvl 60 to lvl 70 so i could get lvl 70 partners. Then I lvl gear up until it was all to my mains lvl then reiatsu for a few lvls. That much not work for you but its an idea.
