Like the title says, it is advertise as getting a free lvl 70 gold partner when you hit lvl 70 from the gift pack but i didn't get one. Why? is this a glitch or is there something i need to do to receive it?

Doesn't say you will receive a gold player. LVL 70 pack gives Gold Quality partners ~ this being they are unlocked to buy.

it never was a free golden partner. its you get a set amount of gold skulls (50) to help you get one. it is misleading thou but that's what you get. just a small boost of help saves a bit of sliver for you.
