after you reach lvl50 a new instance opens up in soul society, you can also get them as arena rank reward and as reward for being in top10 during spirit beast event.

do instance, use Epic chests or guild chests soul talismans dont give that materials also the arena chests give that materials, btw are random so prob you can get 1 from 20 chests depend of luck

Go to forge, click the equipment.
Press instance, and itll take you to the right level. Complete the instance and you will get drops.

Alternatively, you can open pruple chests, (guild chests, advanced chests. ect)
