Event Characters - Noob Question

Hey I'm pretty new to Bleach Online and just had a question for some experienced players;

I see in some events you can buy characters, though it doesn't say anything about a level requirement..

For example, I can see Shinigami Yoruich who has an SS evaluation and requires 30 tokens to buy.

Does that mean any leveled player can buy and use her if they dish out the money? Or is there an actual hidden level requirement?

Remember this is through an event and not Tavern. Thanks

They come as level 1's so I think there's no level requirement

nope no level requirement, only thing requiring lvls are equipment

I think all can. One person one my server used dark rukia and toshiro at lv 30-40, altrough they are S+

thats just the quality of the partner, where D is the worst and SSS is the best "according to them" theres no lvl requirement for partners.

yeah those event partners come wit lvl 1... u ll hav pain lvlin them up...

n u need to spend $$ to get them... no requirement needed except for $$ on those event partners...

SWP partners yeah u ll need requirements same like Tavern partners...
