Well, we know that it is possible to use someone else's Zanpakuto. Both Tosen and Kenpachi did that. Toshiro if you count movie stuff which I don't believe is canon.

Shunsui is 2000 years old, and it seems like he had a really strong connection to the woman making it possible ( much the way Tosen did ). Since the woman is Nanao's mother, it also stands to reason she would at least be capable of the same feat.

There is also some cross over in Zanpakuto with family members. Isshin's Engetsu and Ichigo's Zangetsu both have similar names and abilities. The fact that Isshin knew about Final Getsuga Tensou as well would imply its a bloodline thing, as not even the original Shinigami used it in the most dire fight against Ywach.
