Attacking order with and without reiatsu in pve dailies

so just now i did a test for pvp using the following stats
without reiatsu, rukia speed 46k, isshin speed 51k
with reiatsu rukia speed 72k, isshin speed 69k
in hueco mundo attack (pvp) rukia attacked first since reiatsu is applied

havent tested in a while cuz pve dailies are a bit dodgy when it comes to speed, they seem to take your without reiatsu speed depending on role (support/assault/vg) first then they take your reiatsu speed between your assaults etc
so like in my example above in pve dailies isshin would go first then rukia
i could be wrong so does anyone know how it works in evil spirit and ryoka? same as they would in pvp?

In ES and Ryoka reiatsu counts so if the values you said are correct, your Rukia should go first then Isshin.
Reiatsu is only working on Arena,ES,Ryoka,GW,PW,HMA,CSB
