I live in the USA in Arkansas, and I understand the purpose of why flags are flown at half mast, but saw one today on my way in to work at a government building. I called them when I got to work to ask what happened... They said they have no idea, just the head office called and told them to do it... Any ideas on that one? The only thing I know if is the San Bernardino shooting.
