If you mean the bottom left column then that improves as the other 6 gear slots do in quality..green/blue/purple etc.. Now if you meant the Spirit Stone one in the right column bottom, then you need to just keep doing the agent of shinigami until you get enough fragments to improve it.

Like I said you need to "improve" the other slots up to green,blue etc.. for it to activate. Example for the 3rd bonus which is +1200 Strength you need to have the 6 slots Purple Tier. So, Green = +200 Attack, Blue = +100 Defense and so on. There is no "item" to improve it, it's a bonus on top of the improvements you have made already.
