i once tried to upgrade skill to lvl 12, but failed. still, consumed my scrolls. issit eally max skill lvl is 11?

No the Max Lv of the skills are 30. But you cant fail with upgrade o.o.

You can't fail, it upgraded. As was said, max skill level is 30.
