When to top-up?

Im currently a f2p but cant survive above lvl80 so going to become vip4.
so is there any upcoming event where i can get benefit of top-up and becoming vip?

Don't think so, all the events we have now, is what we'll always have.
But being VIP4+ will generally make your life much easier, if you are going to play bleach for months, i would suggest getting it, because it cuts the annoying daily routine stuff you have to do in bleach, by quite a chunk.

Glasglow is right, basically there is no good event to wait for, i suggest to put all the gold you eraned on stones, specially agility but that my point of vew, also try to wwairt and see if you can earn vip's gift pack, we had them but they don't exist anymore, the rebate is on it give you 10% more gold.

Finally and it's been a long time since i saw this, but there was a cumulative top up and spending event, it is interesting since you can have twice paccks
