Gold. or by topping up during ultra hero event.
There could be several events you could buy her from like Discount frenzy, Karakura TOWN fESTIVAL, uLTRA hERO.
Pointless though coz of how old and useles she is.
Also the Karakura town Festival is monthly and for everyone. You can not say that your server has the event or not. It either has not come yet or already passed for that month.
