I'd say yes, and even dare to say that lvl 90 spirit forged set coupld pary the 80 ultimate or relampago one as it's called
The thing with 90 set is that you will beat realmpago set with a bp increase on your partner that you equip the 90 set, but overall probably won't with the raw bonus of attack and the dmg rate that relampago gives with a complete set, and we all know that defense is kind of obsolete compared to dmg etc. (relampago gives 660 defense on armor and headbeand and kuchiki gives 700, just and example). So the thing with 100 is that yes it does, but is it worth now that we have even more equipment on higher lvls and the resources that you need to spirit forge them get's higher and higher. Also note the rate at what you raise your lvl (how many ryokas and ES you can do and stuff, and how good are you there) is important ofc.
So the correct answer is that whatever combination will benefit you the most, and the combination that would allow you to utilize your rescources in a best way. 100 set could be better possibly depending on how long will you stick with that particular set, but relampago could be better in the long term if you would dump the 100 set fast, thus making resources for the set you know, and also some gold that you possibly might spend on a infuse protection stone...So you should know the best yourself, think about what i said, and make a decision.
