hello i want to ask if with the new tavern upgrade is worth to just upgrade my gold partners than take new ones
my tavern partners are yoruichi , harribel and kumamura

Nope, upgrading partner to red consumes a lot of golden reishi (about 15k golden reishi for full upgrade of one partner I guess) and if you're vip 2 I assume that getting that amount of reishi is really hard. Better don't waste it on weaker partner, especially since yoruichi is just weaker version of tavern aizen and harribel is weaker version of gin. Wait until you can get the strongest partner in tavern and then invest in them.

I would say that upgrading your partners is 100% worth it if you have to right partners.
But upgrading a partner like Komamura is not worth it when the cost of upgrading him far outweighs the cost of getting a new partner like Hollowed Ichigo.
In my opinion, you should upgrade to some better partners first, which costs about one-tenth of what it costs to upgrade partners to red.

Keep in mind that it costs about 1.000.000.000 (1 billion) silver /  to upgrade 1 partner to red and getting H. Ichigo costs about 250 -> 400.000.000 (250 > 400 million) silver to get.

To go into a little more detail, I will compare the end stats of Komamura and Ichigo:
Upgrading a character doubles their base stats, growth-rates and upgrades the color of their name to the next level. (from blue to purple, purple to gold and gold to red.)
Thus, the character can only get as strong as the original character lets it become.



Komamura's base-stats:

New stats after upgrading:
Strength. 120 : 5.0
Agility.      120 : 4.8
HP.           600 : 6.2
Wisdom.  120 : 5.0



Hollowed Ichigo's base-stats:

New stats after upgrading:
Strength. 1200 : 6.6
Agility.      1200 : 5.8
HP.           6000 : 7.6
Wisdom.  1200 : 6.4

thx for your time cause i saw some to write that they upgrade for first time with 2000 or 3000 GR and i thought it would worth. my first priority is to take urahara now

Urahara is one of the greatest choice right now cause if you upgrade him he ll be fast to attack first at the most of times i think. you should consider to take Byakuya or Ikkaku too
i preffer ikkaku cause of his combo rate  and his skill but you always if you want you can unlock his exclusive skill.
As the other says go for gin aizen and h.ichi or starrk if you use tengen or something like that
