So I have 100 fragments of mayuri kurotsuchi. When do I get to get him as a character to use in battle?

The modify fragments are only used for increasing a partner's attributes. You cant exchange them for a partner.

Those are for the Mayuri mod soul.  You have to buy the partner or claim with points in events.

Well it depends on if they are modify fragments, or the parts for the mod soul.

Modify fragments you need to go to "Enter Modification", but these are only useful if you have the partner already.

So since they are most likely for the mod soul as mayuri replied, then you need to go to

Assist's Mod Soul Research and Academy > Synthesize tab > Advanced tab at the bottom > Hit the right arrow > Select Mayuri> Click Synthesize

Yes, with 2 Dark Rukia you can merge them to a Bankai Rukia

No, the only partners that can improve are the tavern ones.  If you use 700 red reishi on one they will have growth rates doubled, base stats doubled and they will increase 1 color grade like purple to gold or gold to red.
