Tengen or Kazeshini?
Also I have my 5th skill which is lvl 12 but I just got my 9th skill should I go with my Lvl 1 9th skill and lvl it up or stick with my 5th skill

Tengen is useless. Kazeshini sux too but it's the only viable option f2p-wise.

not knowing your formation makes it hard

Tengen => best VG zanp / can be of some use for Koma users... but he's not that good even tho
Kaze => best overall zanp
Jizo => best for Supports and with AoE partners / better for VG than Kaze

Zabi suits more than any of those for pve, no matter what your formation is.

choosing your skill will depends on your partners and opponents
Skill 2 and 5 are good for pve until you get a high level skill 8 or 9 (skill 8 is better as it will never interfere with partners or zanpakuto' skill)

Don't be stupid! Lots of people do that! I for once was running a fully stacked vanguard formation!
