need help on bonds for HVI, FBI, kukoto and kugo ginjo

hi. i seem to be having problems with the bonds for the above mention partners cant see the complete text its just damage dealt less than 25% or 50% so which partner should do this? is it the partner needing the bond or the main? in amy case i tried the partner needing the bond not to do any damage,
still didnt work
