Your problem is that u don't have a strong assaulter, like yhwach or Muken or even Koga, cuz Mugetsu it's pretty outdated. Putting all your efforts and stack him is not a good long term plan. For the supporters, you are already set with the best buffers of the game, plus not to mention u already have Kukaku. So my advice is check for new assaulter from UBP and a strong zampakuto.

Just use Noble Isane in PvE and Shy Nemu in PvP. U dont have to put any exclusives into Noble Isane.

Would be nice if u listed the rest of your partners. NI Is really good for pve, Shy nemu gives you bonus dmg rate, while being useful for pvp aswell, if u dont have good assaulter, u could invest into mugetsu.
