Partner Dismissal

Does anyone know how to dismiss a partner?
I have removed all accessories, equipment and treasure, but when I press DISMISS I am told he still has hoguoku and it fails!
What am I missing or doing wrong?
Any help will be greatly appreciated!

You might want to make sure before you get a new partner that you have an open space in your partner list, because one guy I knew tried to get a partner while he had max partner limit. It took his reshi and did not give him the partner, so just watch out for that.
