So, I'm not VIP 6... and the "1 click win" option is locked for me.. that's fine..

Though it states that the 1click win costs 3m silver.. or 1500 gold/coupons..

Someone who is on my same server and who is Vip 6.. says that his does not show there to be a silver cost for the "1 click win" Gold Reishi Janken.. that his only shows a cost of gold/coupons..

What is the deal?

It would be nice if there was a little consistency..

Well not neccesarily, because it is vip6 feature so you need to invest quite a bit to even unlock it but gogame would never be that generous :-)

Then they need to say that. The use of the comma makes it seem like, it's 1 or the other.

3m silver ...

a comma is used for listing things that all are required. they'd have the word 'or' to state it was either one or the other.
