Hachi has the option to forge orange quality gear but cant forge 120 gear .-.

More then likely as more players reach the higher levels in the other regional servers they will add the higher level gear to forge.
as a way to keep the game a little more fair to newer players that join older servers.

At CN server patch already, and there is 120, 130, 140 lvl sets all red gear

I guess you have to wait for lvl130 orange gear to be released, then you will see the lvl120 normal gear in forge xD
