Why doesn't Isshins skill work for cultivating dojo?

It's really annoying lol. I'm pretty much built around getting isshin t1 fury and stunning my opponents assaulters. But I people I can beat handily in PvP can get further than me in Dojo because that strategy doesn't work. I haven't been able to get a single fragment for Isshin in the months I've had him

his skill doesn't raise his BP...Bisu just has lvl 12/11/10 stones for everything

the nerf has nothing to do with the BP

In hollow soul map and modify dojos partner skills usually dont work. My shin yoruichi does not dodge everything either and that is a pain because she is supposed to dodge everything.
IDK if its a bug or if devs made it that way as an attempt to slow us down from abusing them for harder content.
