atk vs damage

Best to increase you're ATK or you're damage?
whats the difference?
i thought that ATk was better, because you need it to go over enemy DEf while damage only increases the damage that go's over it.
Is this right or wrong?

attack is like your base stat while damage is your attack modifier. Your pretty much right.
