PVP: Urahara or Dark Rukia?

I'm getting close to level 80 and the only shop partners i have are Yamamoto and Shinigami Urahara.I was wondering for my pvp setup once i reach 80 if it's better going tavern Urahara with a 122 formation or Dark Rukia with a 131 formation.
I know Dark Rukia is great for pve but is she viable in pvp too?
