Can anyone explain what T1 means, does, and how to get it?

I can't manage to understand what it is, does and how you get it...

with green enchant u need 2x lvl 7 and 4x lvl 8

You sure? I always thought you need 96 fury if u have the green enchant. Well if green gives +4 fury that means you need to get 92%... 5 lv8 and 1 lv6?
