Counter Rate

Ok i was just fiddling around some more with my stark and i was testing by how much his counter rate would drop if i took off 1 of his level 8 counter stones. I took one off and it remain at 90% , took off another and still 90%. I removed ALL his level 8 counter stones and its still saying 90%. Is this a bug? Lol cause I can't figure out why it would still be saying 90%. And If i remember right i saw somewhere that the cap for counter rate is 90% right? So does this mean I can just replace his counter stones with something else? or...?

Well still on the good news I still figured out I was over the cap on counter rate so I could replace 1 of the stones with crit So I feel 1% less dumb
