Questions about Yamamoto's skill

it says the 3 people effected cant RECOVER fury or hp. does this mean they cant gain as well? is this a fury restrict?

yama's good but his skill is kinda glitched where if you kill someone with it they may still be one  ...

Even with swp ulq it happens, cuz he applies buffs before deal dmg I think
