He is the creator, but the rights are to the publisher who publishes it, Kubo does not publish it, he does get royalties off everything Bleach though. Just because you created something does not mean you get every say in it once you get a publisher and licensing involved. Tencent can license Bleach to whoever they want, whatever they make off that license, Kubo would get like 10-20% (I'm not sure on percentages) of it.
