If you want to be top 8 in arena, PvP.

If you know you can't be top in PvP/Server Clash ect, then focus on PvE to make your PvP team stronger later.

Just depends on what your goals are, top in PvP, or get better rewards/more exp/more silver, higher ranks in PvE.
