in retrospect, I'd call Toshi a PVE vanguard, and can be very decent if stacked on, and paired with a  built up Hyorin...  however, with the same work many other vangs can be just as good...  for 500 gold, he's worth it as a late Ryoka vang if your willing to build up another partner, otherwise, move on

hes good i have him dont use him anymore since i have TSI
i recommend you get sophisticated rangiku she is better
heals herself and supprots + gives aid rate very worth it

Yeah, but you could end up with a problem I'm worried about that happened in late-ish game PvP (100-110+) and for longer than that in PvE -- that all attack can get blocked, even by strategy damage attackers like Supports which just nukes any physical Vanguard. Plus, with an Aid rate boost my guys will be more likely to survive nuke supports and strategy mains/all attacks in PvP.
