Golden Enchant Stone Effects

I might sound like a noob but, does the "Add 8% chance to stun enemy" and "Add 8% chance to silence enemy" gives the character weilding the weapon the chance
to stun or silence the enemy? cause if yes which would be best to give to the vanguard?

if you can crit once every 10 times then Crit hit is the best, if you really can't manage that then use soul blade
