Evolution Bugg???

Is it just me, or Evolution is bugged? Like i finished my lvl 8 Evo required fragments, and it doesn't allow me to go to the 9th.
Better said, it does not show EVOLUTION message under the Dismiss message at all.

PS: I Almost dismissed the partner forgodssake, I CLICKED IT, but for some reason the system said: "Please remove all" and i am safe now, but HEY????? i would be furious if that wouldv'e happened??? ffs

Please anyone check !! and inform me, am i the only one?
