Rank Mugetsu?

Howdy all. I was wondering if someone had already rank mugetsu?
Also a question. When you hit rank mugetsu. The daily deduction of prestige is 25k. Players whom are #2 in arena or lower can't get enough prestige a day for that.
When you have that rank, will you downgrade to lower ranks when you don't have enough prestige to maintain Mugetsu or once a rank is upgraded, it never can be downgraded?
