Hmmm Yeah Dunno at which level you're supposed to get it but Yeah it's Something that you have to spend tons of silver on to upgrade your partners status and u can get yama nad cute ori for free from it with enough time

as i saw the reward the cute orihime more look like the modify partner fragments than as new partner like yama ..so i am not sure that we can get cute orihime from there though.

you need to gain fragments through the soul cultivation. it's under exclusive skills, on the left

only on the chosen partner.
an advice: do it only on a partner u'll keep forever! it takes a long time and lots of resources
