just to be a smart ass, "Area of Effect" every skill in the game has an Area of Effect... even if that area is only one target, or assualters, or whatever.

LOL "AOE" means "Area Of Effect" as in it affects a wide area, so isane is AOE, pretty good one at ...

In that case basically every partner with a skill that buffs partners aside from themselves would also be AOE, which would make the list so long it's not even worth making one. As far as people on this game generally concern themselves AOE refers to someone that attacks the entire enemy team.
