Labor Glory Which Partner

Okay so I FINALLY got my gold from my April 28th top up (I have 28k atm, though I got fucked on rebates and it seems that Gogames isn't going to give me any of the gold that I should have had from the bugged top up) I'm going to do a $200-$300 Top Up when we get a nice set of events so I'll pick up another partner from Turntable as well as Muramasa or Zangetsu not really sure yet. Now at the moment out of all the partners in the Labor Glory who do you think I should get? I'm going for both PVE and PVP, so I'm looking for the best overall that would benefit me. I'm on a newer server so I'm on a F2P formation atm. Sado, Tenjiro, Main, Zabi Renji, and Nanao. I'm asking now because I'm going to pick up a couple level 100 sets and some Tier 9-10 Hogu, so this event is actually worth it for me.
I could also probably top up another $30 or so to get Shy Nemu which would give me 30k points, so I could get Shy Nemu, 1 Partner, and 1 Tier 11 Hogu. I'm not really sure how good Shy Nemu is.

I'm thinking either Ichibe or Shini Kensei, or perhaps even Hisagi. Who do you guys think I should get? I'm not really sure because I think I'm going to lease W.Ichigo a week at a time for my Assaulter (I'm going to focus on PVP later) so getting him earlier and working on him would probably be a smart thing to do. I know Hiki is nice but without T1 I think there might be better choices. So yeah any help would be awesome.
Actually this set of events wasn't complete crap for my 20k Top Up. I was able to get 200 Level 4 Stones, which being on a new server was a huge help. Was able to get full sets of level 5-6 on everyone.

Even without t1.. go for hiki (since you are in a new server, dont think anyone will have t1 yet) for assualte defo brenji... dont even ask again. Since you cant get noz instantly, get tosh vg from hero event (his skill is really helpful in both pve  and pvp) and work towards noz. If you are going to run 131, then shini kensei defo... that combo can be useful and if you mod him up to 5th... you may be able to fuck over some senjus and even hikis. If 122, they get oatmeal... his is a monster... some crazy ass dmg (i didnt suggest senju cos unless you focus on her... you will be fucked !!! Her skill dont work on ppl with t1... so yeah.  If you dont kill them... they might kill you)

(An optional suggestion - koga. That 3rd mod will help you alot..  not only in pvp but also soul palace. Depending on how you build him. He can also do crazy ass dmg)
