Yeah Modify has been broken for me for 2 days now (rather annoying because I just got B.Renji and Senju and I can't modify them). Other strange bugs have been happening as well. Like my character pages doubling and stuff.

yeah its nothing more then a dumb bug in the same of display. you end up getting them and it fixes for that one partner. hakuteiken has been in the game for a while so dont take anything like those display bugs make you think he's new. he isnt. just search him up in forums first before making a post next time. and always come to the forums to see what new partners are being released. be surprised at a few news ones.
