soul skill and growth rate question

soul skill 1 says its increases hit rate by 100% lasting for 3 rounds
1) if i have 150% hitrate, does it increase it to 300% for the first 3 rounds?

soul skill 1 says growth rate is 142%
2)what does this 142% mean? what growth rate is this?

Yea in terms of raw damage its better.

i beat a guy above me in arena(stats-me/him arena-63/77, bp-180k/189k reiatsu-29/33) using the skill 1 . this was when skill 4 and skill 7 didn't help me defeat him.

i just am curious about what the growth rate means.
