So to get Tier 1.. you need fury stones..

Which are easiest to get in high quantities through events where you spend money, cheapest though.. is most likely Reio Guardian:

Complete all 4 requirements will reward you with 8 Fury stones.
Anyways, the best way to get T1 if you don't have alot of cash is ofcourse to get initial Fury on your partner.
(You'll still need Fury Stones)
This takes alot of time as it requires a high Evolution Level:

Evolution levels you get by gathering fragments from Guild instances or Personal instances (both require u being a member of a guild) or through the guilds Merit Shop.
Lastly, to get Turn 1 on a partner, you need a certain % amount of Fury.
W/o initial Fury of 5, you'll need 100% in Fury Stones.
W/ Initial Fury of 5, you'll need 90% in Fury Stones.

Sometimes you might get alil' unlucky with how many Fury stones you thought u had, and you may end up a couple short for T1. In this case you can use Enchant stones (white ones and Green ones), to enchant a weapon of urs to give Fury to the wielder.
White Enchant Stone, Psychic = 2 Fury
Green Enchant Stone, Psychic = 4 Fury
This allowed my Gin to get a total of 9 Initial Fury through a Green Enchant stone and from Evolution level, allowing me only to need 82% in Fury stones to make him Turn 1.
**2nd Edit here xD Sorry** most important to remember is that:
5 Initial = 90% in Fury Stones
9 Initial = 82% in Fury Stones
4 Initial = 92%? I think, in Fury Stones
