His weapon and cape are at the highest level you can get in Shutara's Shop.  The 2 piece bonus gives 35% immune rate and 35% damage rate.

I think there is a hard cap on immune rate, or at least you can only add a certain percent above bas ...

99% is the cap for equipment/ranking for immune rate
for dmg rate it doesnt seem to have a cap

He does get 12.6% from evo.  He doesn't have a bond or mod that gives immune rate.  I ran out of silver getting the last few reinforcements on his gear and doing refines on the 2 Windchaser pieces.  I'll need to save more silver before I can try to get more block rate.

can you check your mayuri's mods&evo&bonds to see the extra immune rate ? It should probably be 12.6%, and if it is it confirms my thought

I did the same with my Noza and found out the immune cap is at 99% then comes the extras
