Best lvl 70/80 partner? Im thinking kisuke or byakuya

I would go with kisuka for sure. most here said that, and I agree. As for a second, Ikkaku is real good in pve and can tear apart a VG in pvp if built right and main is skilled right, plus
he'll go good with kisuka to keep special in pve. I've not used him but seems Shunswe has a invincibility skill and it' is active at lv30 exclusive witch is real low. But Cute Orihema should be in your out look to strengthen your pve team and help T1 your assaulters as well. I'm surprised MylarHyrule did not mention this.

Any good player will tell you a good pve team is important, especially in the beginning.

Not criticizing anyone here, but I would just hold off on the VG. No point in building a weak one just to swap it out later.
I used chad all the way up to 100-110 and he did fine. So wait till you can get stark to build one that you won't change again. He has a great exclusive and will upgrade better then
SWP Kenny.(Nosa) So don't wait you recourses on something your going to swap in the future, cause I guarantee you will.

So I'm pretty much telling you to build your speed up, you'll need it. Get a good pve going to get that silver and stones from reoka. You'll need a good 0-3-2 team with good block on those assaulters to maximize damage output. Shunswe will be a good pvp player, with exclusive, for an f2p player. And I'm not against Byakua at all. He will probably be better than Yama in the end game for void with his mod and upgrade now. But focuse on a cheap T1 set up, pve setup, and speed to make it effective in pvp.

From my experience i'd like to recommend Kisuke Urahara for both PvP and PvE(fury booster and is easy to make him T1).Also Ikkaku as PvE dmg dealer(with his little fury regen-25/37 fury per skill use and with 260% skill dmg). With exclusive+upgrade also Shunsui can be force to reckon with in PvP. As a vanguard Sajin is excelent-his evo focuses on defensive stats and is kinda easier to build  up. For PvE you can try make Rukia+Urahara(which will be better for you and also works excellent - like +55 fury per turn for assaulters) or Jushiro Ukitake(180% skill dmg per turn)+Urahara.

Imo in 70/80 tavern :
The best supporter is probably Kisuke overall... He's at first a pve support, but he also gives the first t1 and you will probably keep him in your pvp team until you get a real t1
The best assaulters are Ikkaku and Byakuya. Ikkaku is extremely good for pve. Byakuya is a beast if you can get his mod (175% damage on all enemies when he dies, it's really op if you stack him, and even better now we have red taverns)
The choice between Hirako and Komamura is clear :  Komamura in 99% of the cases. Even if you may like the kind of vanguard like hirako, just take Komamura anyway and ask yourself back on tavern lvl 100

you 100% need to upgrade your vang, and Sajin is the easier build, can't imagine if you decide to make his tanky ass red...  Next is Yourichi for Orihime to gain some control on supports, which is a big deal in this game...  stay out of level 70 tavern after you get your first partner, reishi there cost about double what it does in 80 and higher tavern.  get Yourichi first, as Yachiro should still has some staying power at your stage in the game, at level 80, get Sajin, then Kiuske to replace Rukia, level 90 (maybe 80 as well, forgot to be honest) get Ikkaku to replace Renji, or at level 65 use Grimjaw from SWP, he's quite good in PVE, and is useful in PVP as well

urahara for sure, for f2p (which I assume you are) and low vip he is must to have. He will be pretty good for PvE  and he is easy character to t1 with his 5th mod and he can later t1 rest of the team. Without t1 you will be easily beaten later in PvP. For second character I would advice you to get ikkaku since he is great for PvE and with rukia+urahara he has a chance to skill every turn. Later you can also get kyouraku because his exclusive skill is great for PvP but I guess it is still long way for you to get exclusive skill.

i put byakuya cause i've ran into a tavern byakuya so many times and he's wiped me out with his last mod
