IS IT BETTER TO WAIT TO LEVEL 80 PARTNERS THAN THE LEVEL 70 PARTNERS?

SOMEONE TOLD ME THAT 70-80 ONLY TAKES A WHILE AND HE SAID IT IS SURVIVABLE WITH OLD PARTNERS.
