My thought is that his mod's invincibility might only last for a limited amount of time... you guys should know by now that GG can be very unprecise with their expressions and descriptions...

His exclusive skill is even more broken than RJ. With RJ, being faster doesn't guarantee a win against another evenly matched team. Even a partner like Yhwach that is immune to silence and ignores invincibility will be unable to hit him since he also makes hit rate 0%. The only way a faster Toshiro can ever die is from dot damage from RJ, but if he has a healer, he wont die.

Will shield clear the debuff for no hit rate? If it does, Mayuri may be the only partner with shield and immune to silence beside Yhwach that a chance to cast shield when hit.

I don't think shield would clear that debuff. I don't think it's a control debuff, anyway, but I've never actually seen hit rate reduction used in battle.

i beat RJ all the time, and I"m a Hyroin user... but Toshi is a whole different level... he's just broken on every level... makes when hikifune came out look like a joke... he makes me scared to top up anymore honestly...

The invincibility isn't the real problem, he also clears hit rate, so you can't hit him or his team once he skills.

I still think that the silence enemy army for 2 rounds is the worst part since most partners don't even counter that anymore. The hit, dodge, block whatever shouldn't be that big of a deal, unless the person also has a Koga or max dodge on every partner.
If you manage to attack you will be frozen for the next round or even longer. The last mod is already a counter to Minazuki (RIP to whoever bought her, fastest counter ever LOL.)
Besides that the silence whole team is just ridiculous since that's literally the only way you can counter him, apart from buying him yourself and having Byama on top of that, or the typical RJ battle.
Either way this partner is worse than when Hiki came out, that's for sure.

If he is fastest partner(shouldn't be hard with those mods) and use his exclusive skill, the match is over. Even a partner like Yhwach that can hit through invincibility and is immune to silence wont be able to touch him with no hit rate. You pair him with Isane, even RJ's ignite and mutilate wont be able to kill him. The only other thing that could damage him is Koga's death mod, but that will only take off 40% for 2 rounds. With a healer that wont matter either.

and here comes the broken skill.....
Talent: 30% agility,20% wisdom,20% avoid injury rate
Skill: Attack all enemies, growth rate 100%, capture all enemies in ice for 1 round, (dmg increase by 40% during ice ) reduces all enemies fury by 50, random silence 3 enemies for 1 round, restore own fury by 50
exclusive lv3: Attack all enemies, 100% growth rate, clear VG block rate, assaulters' crit rate, and silence support's for 2 round
Mods got slighty changed:
1. Add 10% Speed
2. Halo: Reduces enemies Speed by 10%
3. Add 15% Speed
(When together with Bankai Genryusai increase ATK and Damage rate by 40%)
6. (When together with Bankai Genryusai increase Speed by 30% and Avoid Injury Rate)
now avoid injury rate too

with 0% hit rate, you can't hit a level 1 partner with no dodge on them at all... the loss of dodge and block mean that you can't evade attacks... so literally after toshi skills, his team can't miss, your team can't defend or attack back... how is that not much worse than silence? hell, silence my noza, see what happens... lower his block and hit to 0 and he's fucked
