At what level do we get to start redeeming Shin Shura Kenpachi Coupons?

In SWP it requires:

Lead Level: 85VIP Level: 1

Does that mean we get to start redeeming coupons at level 85?
My guild mates 85+ said they don't see Ken coupons yet, and I've read on forums it's @ Level 100..

Starting to recruit Kenpachi at 85 would mean you'd still have to wait 90 days...
