Zanpakt. Fortify levels in PVE ?

This may sound silly but under the Fortify Tab in Zanpakt. there are three rules and the first one states that Zanpakt. fortify levels only count on PVP .
Is this a glitch or is it really that way ?
Also does this mean that phase 1 2 and 3 effects don't count on events ?

tread is a little dead but i tested it, even wit my kazesini way stroner, my supports dealt more damae because zabimaru ive better atk bonus. So, only apply on pvp.

muken's 7th mod also is supposed to be invalid in PvE yet it works
can't say for sure but I would wager that the same situation is with phase's effects
as for bonuses you get from fortify (attack, speed, hp etc.), I'm pretty sure that they work in PvE, as 15mdr02 noticed they are already included in stats

Most likely just a glitch or error when they created it.  Everytime you up one of the attributes, the effects go directly into your characters.  If you use one like Kazeshini, check your speed on characters before fortifying the zan. and then check it after under your character information.  Mine always changed so I'm fairly confident its effective all the time
