WHen Does this Open? [T T]

As title says when does the Trail tower top most section open.
I am asking since i took over, i am not fully aware of what things are yet to open or any of conditions are yet to clear.
Is it like that zanpakto thing like you have to have this much reiatsu or level to get. Example zabimaru zan, for arena to open lvl 30 and so on...How do i open that last tower?

It unlocks at level 160

Got the first part didnt get the realm not empty. So it has to be empty to be opened when come.

I'm thinking one reason they don't raise level cap is tier 7 hogus should logically be in there, but the game is selling them for 100 gold a pop, lol

they could always keep it at tier 6...  I'd say anyone level 160 would be past spending gold on level 7 hogus anyway, so hopefully I'm wrong on that one

but yeah, you are right, ATM Zabi Renji is last stage
