He had been bugged to give 100% combo chance.
Now it's 35% as it's stated in the skill description.

well actually , it was not bugged, they did it on purpose,, so lots of peopel would get him, now with kensei here, and lots of other partners arriving , they need 2 weaken him, hence the change, but thats just my opinion lolzz. I must say , it has become very odd 2 play with ishin now, i had a streak of 5 battles where he did not combo once ...ouch...
