if my understanding of how the event works is right top up 40k and get 40k points, then spend it all and get another 20k points/ which would give you the 60k you would need for her
Top up 34k is enough to get her because you will get 34k gold + 17k (rebate) +1k (Halloween carnival)+ around 200 (Super gold wheel) = 52,200 gold and by spend them all you will get 26,100 points + 34,000 points from top up = 60,100 points and you are ready to go.
