i would assume once you hit 90%, the skill will also 30% for total 120% dodge

Yes, also his mods let him pass the 90%. They just don't say it. So he can have 150% (60% on his bonds) natural dodge, + whatever his evo gives him. So probably before skill he can be somewhere around  170% and after skill around 200% dodge
